Assam Final NRC list out, nearly 20 lakh excluded

The exercise was carried out in two phases – the first on December 31, 2017, and the second on July 30, 2018. Assam is the only state to have an NRC.

Saturday (August 31): Over 19 lakh applicants have failed to make it to the updated final National Register of Citizens (NRC), which validates bonafide Indian citizens of Assam. A total of 3,30,27,661 people had applied to be included in the NRC. Out of them, while 3,11,21,004 have been included, 19,06,657 have failed to make it to the list staring at an uncertain future. The list is made out today.

The Assam state government has already ruled out detention of people who do not figure in the list “in any circumstances” till the time ‘Foreigners Tribunals’ declare them foreigners. Those who have been excluded from the NRC have 120 days to appeal against it at Foreigners Tribunals.

Chief Minister of Assam, Mr. Sarbananda Sonowal said,”The State government will take up the cause of those excluded from the final NRC and ensure that nobody is subjected to any ‘unnecessary harassment’. As long as the appellant’s plea remains sub-judice with the Foreigner’s Tribunal, he or she cannot be treated as a foreigner.” He appealed to the people of the State to maintain peace and tranquility and set an example of a matured society. Historical Background:

The first NRC of Assam was published in 1951. Later, the agitation in Assam in 1979 against the illegal immigration from neighboring Bangladesh in post-1972 war compelled Centre to take first formal decision to update NRC in 1999. But the actual implementation happened only when the Supreme Court intervened and then the exercise started in 2013.

The exercise was carried out in two phases – the first on December 31, 2017, and the second on July 30, 2018. Of total 3.29 crore applicants, 2.9 crore were incorporated in these two phases.
